Well, when they put the flag unto the ground they need to put some force into it so that caused the vibration of the flag and the moon has no medium (like air) so nothing is resisting on the flag so that's why it kept its waving motion. @AndrewGarrison You should add smaller side parachutes in case you need to land something heavier than the command pod. And also does the command pod have an interior?
