Make sure your space capsule’s auto pilot settings are set for rocket orientation rather than airplane orientation. If it is set for airplane then the spacecraft’s auto pilot will spin the craft for no reason while in orbit
The lowest I could get my lunar orbit was 1.2 km with a lowest pass being just 100 meters above the lunar surface
