When I click and drag while looking through a camera part, the camera doesn't move. Is there a way to make the camera move?

you can set the camera rotation to keys in settings, thats the only way ik you can do it on PC
i have it set to the arrow keys personally -

on mobile you can pan the camera just fine, it’s kind of irritating because you don’t have a button to precisely center it
also mobile users can access xml but in a separate app
