You can deploy them by getting the activation groups to pop up. They are on the bottom of the screen.

You could look at the FAR CSS (Community Space Station)in sandboxes and the CMB (Community Moon Base) and see how far they have gone.
@Planefun It is in the dark flats because it is easier to land there. By the way, could you do the moon base in our sandbox? It would be nice.

@KerbarosSpaceAgency It takes a lot of work just to orbit without tinker panel, so expect about a month's work for a good rocket.
You could copy my Falcon Heavy and see how I made it. :)
