This meme is come from Chinese textbooks for junior high schools. The original text is"秦始皇派蒙恬率三十万大军" means:Qin Shi Huang sent Mengtian with 300,000 troops. But some Genshin player seem there is a"派蒙"(Paimon's Chinese name) in the sentence so they create the meme.
Actually, "派"(pronunciation is "pai")means "sent" and "蒙恬"(pronunciation is"Mengtian") is a general of Qin Dynasty.
"Qin Shi Huang" is also called "First Emperor of Qin" in English speaker. is a noun. But in Chinese, almost every word can be used as an adjective. So"Qin Shi Huang Paimon",means a Paimon looks like Qin Shi Huang(I am not sure if there is a similar usage in English).The pronunciation of the"恬(first name of Mengtian)" is same as "甜"(means "sweet").
So "秦始皇派蒙恬"have the same pronunciation with"秦始皇派蒙，甜" means:a Paimon looks like Qin Shi Huang is sweet.After that, this meme was created.
