Why is staging so broken?

At random moments with craft I haven't saved/uploaded to the website, the game will just screw with the staging, occasionally even if that's the only thing I changed between reverting the flight and launching again to test it. It's EXTREMELY annoying, especially when messing with craft where staging is finnicky to begin with.
