Targeting a structure locks map icons

Targeting a structure stops map icons from being affected by interactions. You can still select them at their icon. Moving and zooming don’t affect them. When closing the map and opening it again the icons still are in the same place on the screen. Untargeting the structure returns the map to normal operation.
