Move timing of Planning Gizmo

One of the annoying things I noticed about the orbit planning gizmo was my inability to change its position in time, I'd have to make new ones each time I realized my timing wasn't right. The gizmo also doesn't seem to show you the delta-v of the burn--in fact there's no delta-v info anywhere for the craft, and that's an important feature of rocket science! Don't repeat the Kerbal mistake of not having delta-v indicators.
