Sometimes if you create something, then put it on the side of a craft and try to use symmetry, it gives the “part symmetry not available” message. If you take one part and try it though, it will work. This only happens sometimes, though. This can be very annoying when building detailed crafts.

Sorry for the late response. If you have parts attached between themselves through a loop (imagine part A is connected to part B, B to C, and C to A) symmetry won't work as expected, because if it did it would generate an infinite amount of parts.
I think that's what's causing your crafts to only duplicate one part at a time sometimes
