@t4zcomz avionics is fair, although I don’t know what you mean by the shutoff valve, I never really have seen it in use. The fuel selector is often left in place with the fuel pump off (like it should be most of the time except you are struggling to get it started but then it should be shutoff once you go to start it again.
Yes. Make a small fuel tank and attach the cockpit to it. Then rotate it until it is upright. Then attach a motor and a side interstage to the bottom. Then you can attach it to the whole thing by the interstage.
