Hello. I am not an expert on things outside of my circle but it might be because it's too heavy. If a craft seems to behave like this it's likely due to this or a similar problem. Altering the engines and or deltaV can make a impact as well.
@TheD3n Which craft do you want a LV for? Looking through your profile I can see a lot of crafts that could use a LV. Just curious...
