Bug Report window disappears if it fails to upload due to pending account verification

Auto Credit Based on ArcticNinja73's Account creation window has an improper tab index sequence
If you try to submit a bug report with a new account, but the account has not been verified by email yet, the bug report fails to be uploaded and all of the bug report's information is lost, since the window disappears once upload is pressed.
