So this is right after I finished a career contract (delivering a submarine or something like that).
So.. I don't how to replicate it yet, since I have no clue what is the cause, but something else kind of helped it was turning of the craft orbits simply removed the problem I mean it let me move the camera and I think it fixed the map view.
I'm curently playing on the beta "for the brave".
On the second photo the craft orbits were on obviosly and it didn't let me move.
