1) zero inclination / zero eccentricity
2) zero inclination / 0.0167 eccentricity
1) 23.4 inclination / zero eccentricity
2) 23.4 inclination / 0.0167 eccentricity / 114 argument of periapsis (Earth's orbital parameters)
The north observatory is placed around the same longitude of one satellites, The south observatory is placed around the same longitude of the rest of satellites.
