RCS dont turn on on all ships; non directional RCS dont respond to translate mdoe

Auto Credit Based on _Omega_'s RCS simply dont work
Investigated the last issue a bit more and now i found that rcs on the other ship simply dont turn on (they are directional) and the ship im controlling right now has non directional rcs which dont respond even when turned on. Man i love the difficulty this game makes you go through to dock!
(please fix asap thats super annoying)
