Parts which are placed on the side of cone-shaped tanks are not horitonally aligned. With "placed" I mean simple drag-and-drop onto the cone-shaped tank without any other changes.
For the craft on the screenshot, the upper solar panel is rotated on the Y-angle by -7.5deg. Changing this by 7.5deg to 0.0deg aligns the part (inkl. mirrored parts) perfectly. The same is the case for the lamps placed on the same cone-shaped tank. See for this the local rotation of the part for verification.
