UPDATE: Aerospike nozzle seems to be the culprit. With any other nozzle, the TWR behaves as expected.
The rocket pictured is not lifting off of the pad despite being at full throttle for three seconds. As one can see, the thrust to weight ratio implies that the rocket should be in the air.
With some testing, the TWR behaves like it is displaying a value twice over what it actually is.
