In the 1980s, the People's Liberation Army wanted to upgrade its self-propelled artillery to international standards, so designers from Factory 674 designed the PLZ-45 (Type 88) based on the Type 83, and it was manufactured by Heilongjiang Hua'an Industrial Group Company, Heping Machinery Manufacturing Plant, and Harbin First Machinery Manufacturing Plant.
