Soyuz-ST-B
Soyuz-ST-B was a modified version of the Soyuz 2.1b designed to be launched from Guiana Space Center at Kourou.
Fregat-MT
The Fregat upper stage was created at Lavochkin Association, JSC and designed to be used on medium and heavy-lift launch vehicles to inject spacecraft into various target orbits.
The Base Fregat upper stage marked the start of the whole family of highly effective upper stages, which were produced and are produced on its base. Fregat-MT is one of them.
It is designed to perform complex orbital maneuvers and deploy multiple payloads into different orbits with high precision.
CUSTOM GIMBAL SYSTEM:

This Fregat-MT uses a custom gimbal system with two modes that can be used depending on the payload weight and craft's Center of Mass:
Gimbal mode 1: Use this when the payload is not too heavy, not changing much on Fregat's Center of Mass
Gimbal mode 2: Use this when the payload changes Fregat's Center of Mass sufficiently in relation with the Center of Thrust, like in this case.
HOW TO CHANGE MODES:

Unlock the current heading > turn off the current gimbal mode > turn on the other.
Reminder:
This is a Soyuz-ST-B, not Soyuz 2.1b. It's made to launch from Kourou, Guyana Space Center. It's not possible to launch it from Baikonur, Plesetsk or Vostochny, due glitches in these launch pads (at least in the RSS map I use).

@Dogspacesystems123 Right now I'm working on my Ariane 6, updating it. I'll take a look if I can make this satellite and the necessary Fregat variant after this.
