The Haas 2CA is a proposed SSTO (single stage to orbit), by ARCA to have a payload capacity of 100KG, the vehicle was planned to has it's maiden flight on 2018, but sadly, it didn't.
The vehicle was funded by ARCA itself and even 6 NASA centers.
ARCA wants SSTO's to fly to space, because they are less complex, expensive, and they are better at the job of launching small cubesats constellations.
If it goes to space, it would be the first SSTO, and the first rocket to go to space thanks to the linear aerospike, based on 60's NASA developments for the Shuttle, and later to the Venture Star.
By the way, I consider it, the first detailed build!
