Your eyes don't deceive you, it was designed to be 32m to launch from DSC Bay. And you can still do that, but change the vizzy to remove the 10s delay.
But it is cheaper to launch from the more expensive Ali Pad because downrange recovery is so much better.
In my career mode I just did a flight that cost $6.35m to launch, but the booster was recovered for $3.49m.
Total cost: only $2.86m.
I'm not sure how much your smallsat trucks cost, but to me that's cheap. There's a lot of d-v in the upper stage to take the smallsats anywhere a contract might require.
