This is a type of Soviet carrier rocket, or ballistic missile. The reason for its birth is that in the 1960s, the nuclear confrontation between the United States and the Soviet Union had approached a "white-hot" stage, and the number of nuclear weapons held by both sides was already sufficient to destroy the Earth several times. This type of rocket (or ballistic missile) was proposed by the Southern Design Bureau. It aims to launch the warhead into orbit first. After a short orbital flight, it decelerates by its own maneuvering device and then enters the atmosphere to strike the target. It is composed of an R-36 (8K67) modified to transport a 300,000-ton equivalent nuclear warhead and an aircraft capable of off-orbit braking. Therefore, it is also called R-36-O (Obiter).
