How to use:
Attach tether to fuel station. In order to explore while fueling up, set tether to the maximum length.
Note: Jetpack is set to 500% power for use in Droo’s atmosphere, you may need to toggle the settings. Also, the fourth screenshot is completely unrelated.

you can tether to any fuel tank regardless of the fuel it has -
