I saw you asking who uses these, so here is some lore:
China, Iran, Russia , and North Korea all joined forces and started ww3 and they used these boats to pick off the remains after all the powerful countries (such as USA and Germany) were ambushed by nukes.
So who used these? The global concord.
And actually some of the ships they used were stolen from the USA.
