This rocket was launched by the North-West Air Force (NWAF) before the creation of its own space program. A hastily designed satellite called Discoverer was mounted on a short range missile to compete with Geland's "Vensk" satellite, which was also based on a missile, but a heavier one.
The launch was an unexpected success, considering the rush to build the rocket. The satellite stayed in orbit for 5 years, then crashed.
