Zero-type water reconnaissance aircraft was designed by Aichi Aviation Agency to defeat Xichuan Heavy Industries. In 1939, it was awarded the project contract of "Twelve Trials of Three Water Reconnaissance Aircraft". At that time, the Imperial Navy of Japan required this kind of water reconnaissance aircraft to be used as carrier-based aircraft and to have the fastest speed of 370 kilometers per hour. It also required the prototype aircraft to be developed before September 1938. The company failed to complete the prototype before the deadline, but then Aichi continued to study it. It happened that the prototype in Xichuan crashed in June 1939, so Aichi's design came to the fore and won. In 1940, it was named Zero Water Reconnaissance Aircraft, No. E13A.
