After the days of 747 and C5 lifters of SFA, desperation for a better long range heavy hauler was needed where it was also cheaper to manufacture and maintain. As with every other successful companies and in-house research, creating our own crafts was the best option. A proposal and prototype was planned and achieved just after the Aerospace Division Resource Allocation Memo was signed, transferring ownership from the aeronautics division to the aerospace division. Significant modification were made to accommodate the needs of the Aerospace Division such as the addition of two more turbofan engines and larger cargo bay.

Having nearly 8 meters x 8 meters by 50 meters of internal cargo bay space, this is the largest cargo bay on any aircraft made by SFA. With the size of nearly 100 meters by 90 meters, it also holds the largest aircraft to ever fly created by SFA until the AAC-1 project is completed. A rear ramp was missing as most operations were done in specialized facilities, which nullifies the use of such, as well as the nose cargo bay door. Plans were created for the addition of these two to allow more facilities to operate C-20s.

Due to the lack of a large vertical stabilizer on the rear fuselage, the C-20 is a viable candidate for a mothership for Space Shuttle Glide Tests and large Air launched Orbital Vehicles although more modifications are needed to operate.
