How to make SSTOs?

Like whats your guys' rule of thumb?
And do you mod fuel tanks to hold more fuel too?
I've done it a few times but I felt like it was cheating.

    1. Healthy TWR - More value for same amount of fuel
    2. Relatively low empty weight - Ensures you are not carrying too much dead weight
    3. Size - Fuel tanks' empty weight is lighter per unit fuel when bigger, so that's a plus
    4. Fuel type - Higher ISP is great, big tanks especially favour hydrolox
