I would like to launch a bulky space station module, but I am being prevented by Ali Pad's size restrictions. What contracts do I have to fullfill in order to get the small DSC pad please?

You are in career mode - maybe this helps: I got contact to Evelyn Shotwell. This contact was delivered when riding fast grounded at about 111 m/s. She gave me a cobtract for observing DSC 950 km far away from village town. But this event unlocks first the bayside on DSC, but this bayside is only a stone's throw away and you can use your submarine for further investigations.
