How do i make a fly by wires system for my fighter jets i want them to be stable during cruise an unstable but maneuverable at both low and high speed when doing maneuvers . Also how do leading and trailing edge flaps help ?

Personally, I just experimented. Use AngleofAttack, air speed, Gs(if you want to) and side slip. If you want some pointers, go to the rear controls of my F-16 with canards, and look at the inputs.
