The program commands roll 1 for 1 second, then zero. Roll rate gets to 0.04 deg/s, but then over the next minute decays to zero.

Expected behavior: roll rate should continue to be 0.04 deg/s until the roll command of -1 for 1 second brings roll rate back to zero.

At this flight condition, there should be no drag to decay the roll rate!

    @bspawn - after reporting this, I thought maybe I had fuel in the tank. Seems unlikely that SR2 would model fuel sloshing around, but it might slow down the rotation.

    Agreed. We need decaying momentum for objects bobbing in water or spinning/bouncing on the ground, not for objects in space.
