When I fast forward a craft with off engines,it starts spinning out of control.When I turn on the engine,spinning stops.I am usually in LSO at 150 km when this happens.It happens in this craft

It does not spin when RCS is disabled. I believe the roll is caused by the RCS not being perfectly balanced.
