Stage burn time should not depend on current engine throttle

If the throttle is set to zero on a stage with the new engines, the burn time shows zero time. This makes it impossible to program an auto burn as the system says the current stage has no burn time available. Also you can only see burn time and Delta v when engine running.
This is not the case with the old engines.
