connect a part to a fuel tank and mirror it, move said part with tinker panel to a different spot on the fuel tank, un-mirror, and attempt to mirror again.

This is happening because you have a loop of connections. Your part is connected to Fuel Tank #11, which is connected to Fuel Tank #3, to #1, and then back to #52. This makes it impossible to duplicate the part with the symmetry tool because it would generate infinite parts.

Also reconnecting the part using part connections panel will not work
