I was facing this problem form more than a couple of months, whenever I use rotators with hinge rotators forn rotating my custom solar arrays, the rotator starts moving freely and wobbling even when free spin is disabled.
Rotators freely move whenever used with hinge rotators even when free spin is disabled.

Joints aren't ideal, if you have a single point of connection they are flimsy. If you make the hinge/rotator larger it will hold more weight, usually the best solution though, is to add more points of connection, like in real life
