Engines XML edited to have 0 thrust still show they have a mass flow.

Edit a rocket engine to have 0 thrust. Select the engine in flight, with it activated and throttled up. The inspector panel will say it has mass flow, but consumes 0 thrust. If the thrust scale is greater than 0 (suppose it's .00001), it will start consuming fuel at the mass flow rate.
