Debris cannot load or remove

There are 15 Debris that cannot be loaded, and these Debris cannot be Removed
The RESUME FLIGHT interface displayed:
"There is no more debris to remove "
and
"An error occurred trying to load craft"
If I try to launch craft, then displays
"Cannot launch craft because there are 15 active crafts and your tech tree only allow up to 5"
