I am really into Space planes and I've noticed that Juno has a similar bug to ksp2 where there upper atmosphere has tons of heat but low drag.
Reentry at 45° or anything that gives lift holds the craft in a sort of deadly corridor where the heat to drag ratio is horrendous.
But a 90° is fine due to not having lift and descending into lower atmosphere where there is more drag compared to the level of heat
