Turning wheel does not turn the aircraft.

A wheel set to max turn on the front of the plane does not turn the plane. When I add turning wheels in the back, the back turns, not the front. It only happens on certain planes.
Edit: the larger the landing gear, and the less landing gear there are, the better it turns. This is just stupid and absurd, and makes my crafts look bad.
Edit again: the size which you can edit in the tinker panel does not work on landing gear. That means it is nearly impossible to make planes that can turn until SP2 comes out and Juno gets more updates.
