This is not an issue of the game, rather something I have to deal with during mod creation. Before I import the modpackage into a fresh unity project, everything works as expected. As soon as I import it however, something strange happens with the input manager. If you check under Project Settings -> Input Manager before and after importing the package, you'll see that the input manager has been disabled as a result. Trying to reenable it under Player -> Configuration -> Active Input Handling will restart the Unity editor, but the setting remains unchanged. Mod export is unaffected by this, but it's been an obstacle for me as I'm no longer able to use things such as input dependent camera controllers in the viewport to debug my shaders.
Edit: observed under both Windows 10 and Linux
