Have cryogenic fuels and oxidizers slowly boil away based on tank temperature and type. For example, hydrolox boils faster than oxygen because it has to be colder. Also, there could be a tank variable for insulation that reduces boiloff but adds weight and price. If you reenter through the atmosphere, it will boil faster because of the heating.
