Override a rocket engine's minimum throttle through overload, and launch said rocket. Notice how the engine's part properties says it is generating thrust and consuming fuel when it actually is not. It also triggers the launchpad steam effect.

Once you ignite the engine and shut it back down, it will appear shut down both visually and in terms of audio, but it will still generate thrust and consume fuel at the overridden minimum throttle.
