Comms/Networks

Addition of parts, like sattelite dishes or antennae, that allow networks for data transmissions. No transmissions, no control, unless manned. For function, these parts use power, and have functionality range as a slider (more range = way more power usage.)
(Allow this to be enabled or disabled, to keep the game's fun.)
Parts, when comms are disabled, should still be able to be used as cosmetic.
