Whenever I try to click the orange arrow on the heading ring I always move my blue ring to some weird locations. Could the blue ring be deactivated around the orange arrows when the player is viewing the craft from top-down or below?

You can click anywhere on the orange ring to rotate it. You don't need to click on the arrow portion of it. It's like a big steering wheel.
