RCS units do not response if connected to a monopropellent tank with a Xenon tank and Ion engine also attached. The RCS are active and connected physically to the monopropellent tank not the Xenon tank. They will work if there is no Xenon tank and Ion engine.

    @AndrewGarrison all right, let me experiment in the designer to see what I can do with the center of gravity, perhaps moving the Xenon tank to a different location but making it searchable via a fuel line. Thanks for yor help.

    @AndrewGarrison thank you for your reply. Would that explain the lack of gas emitting from the nozzles when the ship is currently holding a prograde or retrograde heading?

    The problem is that the RCN nozzles are directly in-line with your craft's center of mass, so they can't contribute to roll, pitch, or yaw. They can fire in Translational mode (press 'T'), but not in normal (rotational) mode.
