Engines that are active, but not apart of the current craft misbehave.

Have an engine activated with fuel still left in it's tank, the engine will say it has a throttle input of 0, but rapidly fluctuate between no thrust and mass flow, to a very low thrust and mass flow. The audio of the engine startup repeats rapidly.
