Account creation window has an improper tab index sequence

The in-game form to create an account has the tab index sequence wrong for the four fields.

Here are the four fields and the observed behavior:
Account: 0 (starting position)
Password: SKIPPED BY TAB
Confirm Password: 1
Email: 2

And if I start in the Password field:
Password: 0 (starting position)
Confirm Password: SKIPPED BY TAB
Email: 1
