I have RCS, I have a full tank of monopropellent, and all the RCS ports are on, but for some reason they are not actually doing anything
You are in control of a command chip that wasn't configured to have access to those RCS (you have two in the craft). There's an option in the command parts to replicate staging and AGs to enable that.
