I believe this to be a bug. When manually dragging on the navsphere to adjust pitch and heading, text used to appear on the top showing the value being changed ei: Pitch: 89 or Heading: 0 etc. this no longer appears in the new beta
EDIT: so I realized when i paused the game, the text reappeared but didn't when time was set to anything else
@AndrewGarrison This was with no mods enabled, I am unable to consistently recreate it either. In the 4-5 times I've started the game since this report, I've encountered it only twice.
