More procedural hinges and rotators

Basically hinges and rotators should have a stock scale slider that isn't in the tinker panel, just to scale them up. Larger hinges and rotators would have more torque and be far more stable while smaller ones would have less and be faster and wobbly. Also a large base to restrict rotator wobble in the any other axis.
